A graduate in Law from the University of Coimbra, he stood out as the author of the Commercial Code of 1888. He held prominent positions as Minister of Justice, Minister of Foreign Affairs and, briefly, Prime Minister in 1909. A member of the Progressive Party, he withdrew from politics after the establishment of the Republic in 1910. He dedicated himself to law and teaching until his death.
