He was a prominent Portuguese politician on the liberal left in the 2nd quarter of the 19th century. Graduated in Laws and Canons from the Faculty of Law of the University of Coimbra. He was the first mayor of Porto elected, in 1833, a position he occupied again in 1846. He was a MP of the September Party, being, in this capacity, the main author of the Administrative Code of December 31, 1836, and Undersecretary of State for Finance. He led the opposition to Costa Cabral and Cartista politics in the North. Once the Provisional Board of the Supreme Government of the Kingdom of 1846 was installed in Porto, its vice-president and holder of the Finance and Foreign Affairs portfolios were appointed. Once Patuleia ended, he abandoned political life, returning briefly after the Regeneration, which he supported. He died in Porto, paralysed and demented. With his brother Passos Manuel he founded O Amigo do Povo (1823) and wrote several political manifestos.
